It's a reflector ... in Northern Norway winter is very dark and these sparks are used on the main roads of the towns. Everything from dogs' harnesses to joggers' runners to sparks need reflectors or reflective tape.
Neat idea about making it funky ... for next winter!
If you use it as a dogsled you would hitch the dog (s) to the red bar in front near snow level. You would stand the way you do if you are using it like a scooter ... between the skiis behind the seat with one foot on a runner as you start and then putting the other foot on a runner once you get going.

In Oma's world there is time to see, really see, the natural landscape as it changes. When she is not outside with the dogs, Oma reads, writes and watches films. She has also returned to a lost hobby, knitting, tried pottery and felting with very limited success, and produced a great deal of funky furniture over the past year or so. Since moving to the hermitage she has discovered the secret to raising healthy house plants. They have to love their environment. We all do if we are to lead happy productive lives.
This summer she tried her hand at creating a garden, and has been consumed by it to the exclusion of most other occupations.

I have been a mother, a grandmother, a writer, a teacher, a traveler, a nomad,a hermit, a dog sitter, and a sporadic folk artist wannabe. Right now I am also a tiny-time-chef and caterer. Who knows where my travels will lead me as I travel down the final stretch of life's road?

I've never seen one of these things. Do you actually connect it to the dogs and they pull you? Is that how it works?

You're right, you DID write a post about it...I'll go back and read it again. At that point I didn't have a picture to go with it, but now I do. :)
